HOW THE TENDER PROCESS WORKS — AND WHERE WE STAND
Indian public-sector tenders run on a fixed playbook: triage → eligibility → consortium-bid (where the tender demands prime credentials Cithorum doesn't have on its own) → response submission → award → onboarding. Items marked READY are in place; FINALISING are in flight this round; POST-FORMATION are gated on the Indian- entity ROC incorporation completing in Q2 2026.
STEP 1 · TRIAGE
Cithorum monitors eprocure.gov.in (the canonical Government of India tender portal, run by NIC) and aggregators like tender247.com. Daily filter on classification: Information Technology, Cloud / Data Centre, Storage Services. We bid where the workload, the EMD bracket, and the eligibility relaxations align.
STEP 2 · ELIGIBILITY
Most public-sector tenders demand: registered Indian entity, Tier-3 facility, three years of audited financials with ≥₹100 Cr turnover, ≥10 existing colocation customers (often with BFSI quota), ISO 27001 / SOC 2, and ownership/long-lease of the facility. Cithorum clears the technical gates and uses MSE preferences plus consortium-bidding to cover the credentials gap.
STEP 3 · CONSORTIUM-BID (WHERE NEEDED)
For tenders where the prime-eligibility bar is too high for an MSE-stage Cithorum, the answer is consortium-bid: a Rittal-certified system integrator (i2k2 Networks, Inspira Enterprise, or similar) brings the prime credentials and the Rittal hardware build; Cithorum brings the Jam compression layer, the SOC 2 + ISO 27001 operational compliance, the SaaS layer, and the margin-on-software economics. STEP 4 · RESPONSE SUBMISSION
Public-sector tenders are submitted in three sealed envelopes (Cover A — Eligibility, Cover B — Technical, Cover C — Commercial), often in parallel with online submission via eprocure.gov.in. Every annexure must match the prescribed format exactly — wrong stamp paper, wrong signatory, wrong witness pattern, and the bid is rejected non-compliant.
STEP 5 · AWARD & PERFORMANCE
Award triggers a 21-day window to furnish the Performance Security (typically 10% of contract value via Bank Guarantee) and counter-sign the contract. Onboarding then runs the customer-pilot playbook — site readiness in 6 weeks from PO, lift-and-shift in 3 weeks following acceptance.
