HOW THE TENDER PROCESS WORKS — AND WHERE WE STAND

Every gate. Every requirement. Honestly tracked.

Indian public-sector tenders run on a fixed playbook: triage → eligibility → consortium-bid (where the tender demands prime credentials Cithorum doesn't have on its own) → response submission → award → onboarding. Items marked READY are in place; FINALISING are in flight this round; POST-FORMATION are gated on the Indian- entity ROC incorporation completing in Q2 2026.

STEP 1 · TRIAGE

Find the right tender. Filter by fit.

Cithorum monitors eprocure.gov.in (the canonical Government of India tender portal, run by NIC) and aggregators like tender247.com. Daily filter on classification: Information Technology, Cloud / Data Centre, Storage Services. We bid where the workload, the EMD bracket, and the eligibility relaxations align.

  • READY · eprocure.gov.in monitoring workflow
  • READY · tender247.com daily triage
  • READY · Karnataka 1,000 MW programme tracked (Suraj-led)
  • READY · NIC channel via Suraj's network

STEP 2 · ELIGIBILITY

Check the gates. Apply the relaxations.

Most public-sector tenders demand: registered Indian entity, Tier-3 facility, three years of audited financials with ≥₹100 Cr turnover, ≥10 existing colocation customers (often with BFSI quota), ISO 27001 / SOC 2, and ownership/long-lease of the facility. Cithorum clears the technical gates and uses MSE preferences plus consortium-bidding to cover the credentials gap.

  • READY · Tier-3 facility — 1 PB pod live via partner DC operator
  • READY · Owner/lessee status — pod rights via partner
  • READY · DPDP Act 2023 architecture + CERT-In logging
  • READY · SOC 2 operational compliance (controls + monitoring)
  • READY · ISO 27001 operationally compliant (full Annex A control mapping)
  • FINALISING · Cithorum (India) Pvt Ltd — ROC incorporation Q2 2026
  • FINALISING · Udyam-MSE registration → EMD exemption + 25% procurement preference
  • FINALISING · SOC 2 Type I formal attestation (Q4 2026), Type II Q3 2027
  • FINALISING · ISO 27001 formal certification (Q4 2026)
  • POST-FORMATION · ≥₹100 Cr turnover gate — addressed via MSE relaxation OR consortium-bid prime
  • POST-FORMATION · ≥10 colocation customers — addressed via consortium-bid prime credentials

STEP 3 · CONSORTIUM-BID (WHERE NEEDED)

Bring a Rittal-class SI. Cithorum brings the software layer.

For tenders where the prime-eligibility bar is too high for an MSE-stage Cithorum, the answer is consortium-bid: a Rittal-certified system integrator (i2k2 Networks, Inspira Enterprise, or similar) brings the prime credentials and the Rittal hardware build; Cithorum brings the Jam compression layer, the SOC 2 + ISO 27001 operational compliance, the SaaS layer, and the margin-on-software economics. Memo template + per-tender Engagement Letter mechanism is ready in the tender response toolkit.

  • READY · SI Partnership Memo template (consortium-bid mechanics)
  • READY · Per-tender Engagement Letter template (revenue split, scope)
  • FINALISING · i2k2 Networks partnership conversation
  • FINALISING · Rittal certified-SI relationship (via i2k2 or direct)
  • POST-FORMATION · Signed MoU with at least one prime SI before first consortium bid

STEP 4 · RESPONSE SUBMISSION

Submit Cover A · Cover B · Cover C. Don't miss an annexure.

Public-sector tenders are submitted in three sealed envelopes (Cover A — Eligibility, Cover B — Technical, Cover C — Commercial), often in parallel with online submission via eprocure.gov.in. Every annexure must match the prescribed format exactly — wrong stamp paper, wrong signatory, wrong witness pattern, and the bid is rejected non-compliant.

  • READY · Master tender response template (cover letter + executive summary + scope-of-work compliance + project plan + PERT)
  • READY · No-Blacklist Self-Declaration template
  • READY · Statement of No Deviations template
  • READY · Mutual NDA template (₹100 stamp paper)
  • READY · Pre-Contract Integrity Pact template
  • READY · EMD Exemption Claim template (Udyam-MSE)
  • READY · _placeholders.json (entity-wide search-and-replace lookup)
  • FINALISING · Cithorum (India) letterhead with CIN, GST, address (post-incorporation)
  • POST-FORMATION · Stamp paper inventory (₹100 non-judicial × 10+ sheets)
  • POST-FORMATION · Two-witness pool (typically office staff or family with valid ID)
  • POST-FORMATION · Authorised signatory list per Board Resolution
  • POST-FORMATION · eprocure.gov.in vendor enrolment + TCIL credentials

STEP 5 · AWARD & PERFORMANCE

Letter of Acceptance. Performance Security. Onboarding.

Award triggers a 21-day window to furnish the Performance Security (typically 10% of contract value via Bank Guarantee) and counter-sign the contract. Onboarding then runs the customer-pilot playbook — site readiness in 6 weeks from PO, lift-and-shift in 3 weeks following acceptance.

  • READY · 6-week site-readiness operational plan
  • READY · 3-week lift-and-shift methodology
  • READY · Monthly benchmark + restore-proof reporting
  • READY · Named technical contact + SLA per tier
  • POST-FORMATION · Bank Guarantee facility with a nationalised / scheduled bank for Performance Security issuance
  • POST-FORMATION · Audited financial statements (parent-entity statements supplement Indian-entity readiness during early years)

Strategic advantages stacking under Cithorum: Udyam-MSE preference (post-registration), SEZ tax holiday (18–20 years post-filing), captive solar at ₹2.35/unit via Suraj's 2,000 MW network, 1 PB pod live with 300–700 PB capacity headroom under Jam, telemetry-only architecture by design, three-entity structure (European parent + India + Canada). The compliance and economic posture compounds with every tender we bid.

Got a live tender? Send the RFP. We'll respond in 5–10 working days.
